Getting such/similar error messages can be frustrating. Usually , this happens when the file we are about to delete is currently in use by the system/another application. First we have to close the application(that's using the file that we want to delete) , then delete the file.
Sometimes we cannot see any opened application that may use the file , but still we can't delete it.
Best is to use a small application , called Unlocker.(Download the x64 , if u're using 64 bit OS.Can be checked : Right-Click on 'My computer' , click properties , look under system type)
Once downloaded and installed , just right-click on the file that we want to delete and select unlocker.

Once clicked , you'll see a window that shows us which applications/processes are using the file(we're about to delete).Eg:

Click on unlock All , then try to delete the file. If the file is used by some of the system applications then unlocker may require to restart your computer in order to delete the file.
